Enforce a limit to the number of sub-pages Options

Is there anything built into Umbraco to allow me to limit the total number of pages that can be created within a site or under a particular node.

Not directly build in, but you can use action handlers to limit your installation...

...and using the 'structure' tab on the docType you can also limit the kind of pages that can be created and also prevent making any child nodes below a specific docType.
