Umbraco Notification Issue Options

How do I reset the umbraco so that it will display the notification button from the menu?

It was working for version 3.03 but when I upgraded to the latest version from source code, the notification button is no longer visible on the menu options for any account other than the default admin account.

Is there any particular permission that I should add to the umbracoUserType table?

Please advise :)

Actually, I tried to decipher the permission letters in this post:

http://forum.umbraco.org/misc/default-permissions-for-usertypes

But I did not find a letter for the "Notifications" function. So I'm not sure that it is even possible to do it that way(though i'm not 100% sure abuot the letters). Maybe trial and error is the way forward?
