Does a reply constitute a resolution?
I thought the "form topic solved" radio button did that?
because I have numerous problems with no answer that are not on the list

No, that's just a list of unanswered threads.

A thread might get lost/forgotten if it drops out of the frontpage - so this is to catch up those forgotten posts.
